Anthony Wayne "Tony" Payne

Anthony Wayne “Tony” Payne, 48, of Portsmouth, passed away Saturday, August 23, 2025 at Cabell Huntington Hospital. He was born November 15, 1976 in Portsmouth, a son of Robert Payne and the late Sheila (Parker) Ruggles. Tony was a member of the VFW and a U.S. Army veteran.

In addition to his father, he is survived by three sisters, Lisa Crace, Lori (Billy) Day, Vickie (Wes) Smith; step mother, Loretta Payne; step father, Ray Ruggles, his beloved cat, Lady, and several nieces, nephews, and cousins. In addition to his mother, he was preceded in death by one sister, Robbin Holland, and one brother, Jason Holland.

Funeral services will be conducted at 7:00 p.m. Thursday, August 28, 2025 at Erwin-Dodson-Allen Funeral Home in Minford with Brad Hagen officiating. Visitation will be help Thursday from 5:00 to 7:00 p.m. prior to the service. Military rites will be conducted by James Irwin Post No. 622 American Legion and William A.
